The County Administrator form of government was established in December 2006, by the Iowa County Board of Supervisors Resolution No. 12-1106. This resolution was amended several times with the final amended version being adopted on February 20, 2007.

 

The County Administrator is the chief administrative officer for Iowa County government and is appointed by and accountable to the County Board of Supervisors. The Office of the County Administrator provides general staff assistance to the Board of Commissioners, advising of problems, needs and policy alternatives; acts as liaison between the board and various elected and appointed officials, boards and commissions; develops and monitors systems and strategies to accomplish the goals and objectives of the Board, and directly supervises non-elected departments. The position was created in 2007 to bring professional management to County government.

Budget Stability

1.     Establish a Bi-annual budget process for the County Board on a two year cycle opposite the County Board terms of office to provide stability and continuity to the County in Board transition years.

2.     Promoting a balanced annual budget that does not rely on volatile revenue sources or estimates of anticipated revenues.

3.     Establish performance budgeting metrics based upon defined programs linked to priorities on service, mandates, funding, and mission.

Organizational Structure

1.     Deliver to the County Board a proposal to re-organize the County that streamlines the Departmental structure aligning it with Standing Committee design and intent for effective management and improved collaboration.

2.     Deliver to the County Board a proposal to re-align Board Committee structure and County Board effectiveness by improved processing of policy decisions that have impacts public policy and Departmental function.  

3.     Continue to evaluate internal and contracted services to promote the best delivery of services to Departments and the public interest.

Communication and Organization

1.     Communication and organization are critical components of effective management.  The Department of Administration will improve methods of communicating internally and externally by improving technology tools such as the County Web Site, or social media opportunities where appropriate. 

2.     Revamping the County website to provide greater e-commerce opportunities will be a high priority in our service delivery model.
